Sure.

Two points here... you shouldn't have to interpret, we're told its plain
english. No room for amiguity. Second, adding limbs and changing skeletal
structure _DOES_ imbue abilities. Give a skeletal structure to a jellyfish,
give lungs to a shark.

Physics dictates otherwise. With a large enough surface area, gliding
is certainly possible. With the skeletal modifications that the book
mentions we can hollow out the bone structure and rearrange ligements
and muscles to support the wing structure... in short we can grant
flight. Not a simple mutate... but easily doable.
