Partial unit recovery

Personally, I look at it like if a person has a PWR of 16, he gets 8 units
for 4 hours of sleep (if nonelf) if elf, he gets 5 units per 4 hours,
round down.
How do you handle the second watch (in the traditional 3 watch setup) w/o
partial recovery?
Incredibly silly example:
While Simon was still undercover (mind you, as a NOMAD), not only had he
not cast a spell (doesn't have ANY units anyway), and potentially the only
"elf" in the party (Sean's character Mindra may have been there, but she
hadn't cast either)
Simon had to ARGUE with the party to only sleep for 4 hours before
continuing to our destination.
IIRC, no-one was hurt, no-one had used units (though Simon wouldn't have
known that), and the plot called for pushed movement.
The argument wasn't over everyone else wanting 8 hours, it was to grant
Simon his 12!
