This doesn't work because of other armors that have been added over time
that don't don't follow the movement/stat penalty progression.
Dragon mail, full plate, mendoram mail, etc...

Too powerful for 1 skill. It should be a skill for each general type
of armor. Plate is different than chain which is different from leather
which is different from full plate, etc...
I still prefer either option 1 that I gave, or seperate skills for each
armor type, and after a bit of thought, I'm leaning back towards option 1.
