Disagree here.  Wright, there are three other groups of drills and only 
one of them even has the words "holy weapon" in it.  The priest does not 
need to have his weapon in order to perform any of these (save "Arm").  
Priests of T'or cannot reseach drills either (grrrrrrr....).

The reason priests of T'or cannot have core spells is because of the 
"Create Holy Symbol" spell.  You would never be out of a weapon.
