While I think certain skills should be allowed, would/could one be allowed
to stress on skill check itself.  In other words, the point is dropped from
the stat but the check will be against the skill (if the character has the
skill) or will this have to be done on the default?

I don't see this being realistic for mental based skills.  Although, I
cannot think of a good example where it is not blatant powergaming, I think
being able to stress skills such as barristry is not believable IMHO.

What about weapon skills?  This is something that should seriously be
considered because this would allow someone to stress CSE to gain two extra
attacks.  While I initially do not see a problem, will this be a problem?  I
don't see it supplanting the stressing of STR because that gives a bonus of
10 to hit in addition to the extra damage.
