Mutate is rate 14 right? Thats 4200 eeps to cast it. Less then two
adventures and probably 2 mutates every three. There are a couple of
characters in the game that can do it. The main one being Von Darwin
whose character concept revolves around modifying existing species :)

But I have a character who can, and has, cast just as many mutates
(mostly on myself, but a couple of times on other creatures so that
they would exist and I could then transmogrify into them). And there
are others...

Negative. We _NEVER_ go back on rulings and ex post facto definately
applies here. What is done cannot be undone, nor can someone be made
accountable for rules that didn't exist when they did things. Otherwise
where would it end?
