Definately better. In this manner your assuming that fighting defensively
means you cannot fight offensively (ie multi, precise, quick, split
or lethal). 
You can still make a normal 'to hit' roll. This seems the more simple
method.

An alternate concept would be to allow 'split dice'. ie if I roll
a 3 die check I should be able to say which dice are used for what.
2 dice defence, 1 extra attach. Or 2 dice quickdraw, 1 extra attack.

I can see this getting kind of ugly for the losers who have the 18
weapon skills and roll 5 dice:

3 extra attacks, 2 dice of lethal. But we all know its better to
hit multiple times than to hit hard. And this would also raise the
point of does the lethal carry over on all attacks or just the first.
On all attacks this would be a +4 to damage on all 4 attacks? This
isn't a llikely scenario since it is 5 dice being rolled, but...

However I think even without dice splitting adding a defensive
option to the package is a positive step. Does this get rolled every
round or roll once and it stays in affect until you choose a different
weapons skill option?
