There was a city above Rougtero, then all the portals got conviently sucked
into the 'nexus' and this drug the city into the nexus.  So there is a
city supposedly inside of the thing.  The moot point is that its now
changed in many unknown ways from the way it was originally done so
that Steve can't tell you whats there now.  That or it got lost in
the 'nexus' and is just now gone.  Morelikely it got forgotten.
