Right. Instead of new rules we need to slap the GM who let it be run
that way. I've run nomadic matrix gems in the past and have always
required the nomad to have it on his/her person during the creation of
the incant. They can get rid of it afterward (ie they still get free eeps)
but they can't just touch it 50 times or pass it around that quickly.

I ran an adventure where an adventurer nomad passed his around a rondo. It
took days since some incants take a good chunk of time to cast. Probably a
few rondo's actually have on that they keep aboard and pass around. It would
be a very treasured relic.

This is consistent with the use of other matrix gems. The nomads incant
continues to be good even after letting go of the matrix gem because its
already been created. The Matrix gem allowed the nomad to magnify his own
energy. Just as a warrior who was suddenly able to swing his sword more
accurately doesn't have his opponents become _unhit_ just because he lets
go of the gem. done is done.
