Nomad matrix gems

Why did this issue come up again? I could understand maybe if there were
nomads pumping out luck amulets of three and selling them on the street
but there aren't. There are about 4 nomads in play (as in actually go on
adventures). And I think only 1 of them has the matrix gem.
	This isn't something that is threatening the very nature of the AQ
system. So why is it that we have to dictate what to do in this
situation. That is why we have GMs. They make decisions and they just say,
no it doesn't work that way. End of story.
