Two matrix gems do give twice the effect.  A matrix gives exponential
effect.

I too have a problem with the momentary touch scenerio.  Just as if a mage
is casting a spell with borrowed units from a gem and it is taken away (
the mage is then rendered impotent), the nomads "IU" are adjusted only
when the gem is in contact with the skin.  I would say by this rationale
that the nomad must have the gem in contact with his skin throughout the
"casting time"  but just as a permanant spell still works when a mage
loses his gem so will a nomad's incants retain their original power.
