Isn't that what it says? You don't need the normally one handed
clause. If you have a strenth of 16 then you can wield a 2 handed
sword with one hand, right? (16 may not be right, but you know what
I mean). So if you have a strength of 4 less than that required to
wield a two handed sword with one hand (ie your strength is only 12),
you have to use both hands. All very self referencing :)
