agreed, the problem is munchers who will say, I cast minibolt and sit down
and take a nice 30 minute nap. No big deal unless you are an auger,
minibolt is the only spell you've got and you can now cast it about 30
times a day.

I've seen other GMs run that too. But most GMs don't allow partial spell
unit recovery.
That would get ugly if you could never have a mage/priest on 2nd
watch.

They have the potential to cast a shit load of spells in one day..it just
never happens. Ie preist w/ rank 12 incorporate on a sunny day. Sun ports,
rests 2 hours. Sun ports, rests 2 hours, and what the hell, sun ports and
rests for 2 hours. and he is still at full DU.
Sadly for Ra-ites, there is never a sunny day on Jearn and
adventurers can't really afford to stop in the middle of a man hunt to let
the priest of Ra go tanning.
