Insofar as actual health checks have been removed from the drowning
proposal, no, exceptional HEA won't be any more beneficial than standard
HEA. However, if the circumstances before the drowning rules begin to
apply require a health check, exceptional HEA is the -1d6 from the check.
(the "survive without oxygen 5d6" example of health checks in the back of
the book comes to mind ... passing 5d6 (4d6 ex hea) check leaves you fine.
Failing MAY opt drowning rules (if people want to extend drowning to
asphyxiation))
