Swimming movement compromise

Ok,

After talking to Kevin (well, Emailing ...)

His numbers tend to support:

Base movement:		20/rnd

Clothing and leather	15/rnd * multiple layers of clothing make
				 things even harder.

Chain			10/rnd

Plate			5/rnd


His numbers also tend to support swimming in leather and chain are about
the same difficulty, and plate ought to be a bit harder still, though
shoes/boots made the most notable change in difficulty, and helmets had
some impact as well.

Idea:

Lemmie re-work the drowning write-up and the movement bits ... I still
want a vote on the existing proposal to see what's saveable and what's
not, then I'll have something re-worked for the next meeting
