I to am unwilling to open this can of worms but I did have one devil's
advocate comment :)

One reason of course would be Joe warrior never expected to encounter a
Creature with a combat DV of 35 (they only had a mod of say 10), so they
unexpectedly really needed a few dice of precise attack to even have a
hope of hitting.
