This is the way I've seen it working best... and simplest. Every other
use of the weapon skill requires you to roll on your phase. This defensive
skill is the first time we've come up with a situation where the weapon
skill would not apply to the phase in which it was rolled, thus the 
conundrum. If someone gets that nigh-impossible +12dv (or even the 
'impossible' +14) and their opponent flipflops, then it's just a bonus 
for the defender.
