Vote clarification

Hey gang,
lemmie clarify my E-mail vote

1/5 movement + attack = yes
1/5 movement + spellcasting / concentration = yes

all others = no

Didn't realize the attack and spellcasting aspects were seperated on the
proposal (didn't have it in front of me when I voted via E-mail, merely
had the rare opportunity to dial in before the weekend)

again, very nice, simple proposal ... hope it gets fast-tracked by Dan
