How about:

It is often necessary ... when not in direct melee.
Rate may be modified by the GM according to terrain, ...

When in combat/melee rounds, he may chose to move up to 1/5 (rounded down)
his current Movement Rate and still engage in direct melee actions
(other than full movement) that round.

"Direct melee" and "direct melee actions" covering both attacking and
spell casting.

I understand we already voted on the thing, chalk it up to not being at
the meeting to pick nits with the finalized proposal.
