Note: a 4 mph walk is a determined walk not your everyday walk.

I believe it is simply moving. Plus I don't expect people to actually wear
their plate across the countryside. I don't currently have an adventurer who
wears standard plate but I have on those occasions that I do not expect to
need it just carry it. While the weight is still there the comfort and ease
of walking increases. I never having worn/walked about in Jaernian ( or any )
plate could not give you a comfortable walk speed. If you have a bunch of
people who know they are going on a long trip I would expect them to not be
on foot or in full armor ( horses and wagons ).
And if they insist on wearing the armour would let them get only 14 miles
in a day. ( assuming 10 feet a round is what a "comfortable" walk is ).
