I'm for movement with casting. And using Wright as the argument builder:

If someone trips you of course you don't get the spell off. Who says
intense concentration? For certain spells yes for others no. Practically
no concentration to cast Lamp ( once you get the hang of it ). How about
impose some Rank limit based on current ranks possessed? I cast a rank
1 in my sleep but rank 5 I have to work on?
Plus there are some spells that are Multi touch which inherently require
movement. A warding that only gets the 3 foot radius around you would
suck. I mean we are talking 4 seconds here. I can juggle and walk and that
requires hand-eye coordination. People can juggle and unicycle ( not me
I suck on a unincycle ).

As Steve says a dramatic pause is 2 seconds not 4. And these energies are
inherently available to everyone ( accepting that Earth mages can't get
the Air energy )
