Ummm... on Jaern its not an unnatural event. Magic is one if the
pinnacles upon which the whole universe is built (one spoke of the
troika). Anyone can learn to do it. I expect most adventurers can
cast a lamp or minibolt. Sure in the beginning it may take a lot
of concentration to whip off a lamp spell... but later I expect to
do it while slight of handing a coin into my hand.
