yeah at a glance it seems shady, but then again maybe there were other factors
Once he agreed to the deal he would be honor bound to stick by it (if  it
didn't violate tor's tenants).   To me (once again at a glance) i kind
of see it as the hero giving the villain his one chance to get away. A
noble action (repaying the favor) when most would ignore any promises or
favors and simply apprehend the villain.  Of course this line of reasoning
only applies if keith continues to pursue said villian.

(also i think keith is just not used to having a lot of lasting affect on 
the world)
