I've always contested that restricted skills require time, because they
cant be learned on the fly. Other skills like swimming can be learned on
the fly by the supermen that adventurers are, but not int based ones or
ones that are non defaultable or restricted. That is my spin, and I think
it would help to limit the near vertical curve of warriors. Spells should
be treated similarly.
