the write up.  The odds of anybody that is not a nomad background becoming
a nomad is slim to none.  Read the story.  The priest of Tarus spent years
around them befor they even accepted him.  They don't make just anybody a
nomad.  The nomads take their ancestory very seriously.  This is why they
can be very caustic in a group.
