Actually there is a negative side to that skill, that I don't recall whether
Steve mentioned when he described it. That skill only applies when you are 
not wearing any armor that encumbers your movement. So you may gain half your
Combat Mod, but only when you're not wearing your +76 steel chain. You can't 
even wear leather or robes. If it reduces your movement, you don't get the 
skill.

What's more, with the proposed cap on Mods, there is also a cap on how much
this skill can help you.
