Steel isn't very rare... I've been on adventurers where there
have been steel doors (meant to stop adventurers, ending up as
loot) which have enough steel to make a couple dozen swords.

Steel has never been hard to get, just expensive. If it were
hard to get it wouldn't have standard pricing. As it is anyone
who wants a steel sword deducts coin from their card and declares
they have it... even more true for steel helmets.

If anything the introduction of a party who can 'forge steel'
may actually server to limit the steel in the game by making 
people wonder why thats a big deal and getting the whole story
on steel. Once people come to believe this whole steel is rare
thing then the negotiating and waiting lists pick up.

In the past there was absolutely no mechanism for obtaining
steel so people just got it. I view this as a positive step
toward controlling a valuable resource _AND_ (and I'm sure this
is less important) contributing to role playing and the setting.
