No, anyone can run games in those cities, just don't tear the place
up and kill off major actors. The idea is consistancy, and you won't
have consistantly run actors and settings unless one person primarily
handls it. Cities in Geleia are fairly big, 10,000+ people, that is a huge
amount of people, and certainly enough for everyone to come up with
their own actors in such cities. However do not kill off the lords
of the city, the principles of the place, etc without the very least
confering with that city's GMs.
This concern arrises from the fact that some people are very less than
competent, and that some things will be kept hiden by the GMs who
make the actors. People will not know all that an actor can do, so
if some GM's game takes a left turn and they try and go wack one
of the Barrits(something that should be next to impossible if you know
why) and its actually done, then its 9 times out of 10, going to be
done badly. If you want to go after the Barrits, you should do
it under the GM who runs Liston, and in this case that is Jevan.
Or if you want to go after the Dragon of Liston, then come to me, since
I have been using him as my primary actor for 4 years now, and I
can guaranttee noone knows everything he is capable of.
So yes, it relates to consistancy, and it more importantly doing justice
to things that need justice done to them, and that is the big people.
Geleia is not populated just by weak victims waiting for adventurers
to come after them that any GM can run.
