The blacksmith Lonk that was part of this ocean-going
caravan set up a forge in Southham and has the knowledge
of how to forge steel, for a hefty price.

This one action has changed steel from a 'non-magical once enchanted  equivilant' to an everyday occurance. A limit of "being very costly" has always meant no limit as far as accessibility to adventurers is concerned. This action has raised the scale of the "to hit" rolls by one for the whole game. This is NOT the kind of action that should have been taken on without the consoltation.

Steve brings up a good point in his message about using something like this in orger to make changes.... But should we have not talked about this before hand?
