Well, if the rules were to be grandfathered, I should think that all incants
that are in contact with a matrix gem are raised by +2. But those that are
no longer in contact with a matrix gem do not get the +2, including the 
'permanent' ones.

That way, there's no double bonus. You either get the +2 or you don't
