That's because you are considering the way a water mage would be in a 
one-on-one hand to hand combat. In that type of fight, yes, a water
mage is going to get a good butt-kicking. They are better suited for 
second rank support in combat, and with finesses the charm spells are
very handy when used on multiple targets. Then you should consider spell 
combinations, like Frostfeet and Hail. 

No, water mages can't deal out big piles of instantaneous damage like
Air and Fire mages, but if one puts a little intelligent thought into 
the way one goes into combat, they can be quite effective.

And if they were completely worthless, they wouldn't be so popular for
their Mutate and Transmogrify spells, which are almost always used to
alter other Characters to make them moer effective in combat.

In fact, isn't Mogradin mutated a few times?
