He was just outlining how it has been run to date.  I believe the limiting
case is when two people are trying to tackle eachother, are armed, and
have friends with weapons within twenty feet.  This situation will
determine how tackle mechanics should work.

I simply think that initiative (sorry for those people that tackle
lizards) will determine who gets tackled by who.  Beyond that, the person
gets either a dirty blow and to stand (no skills, so more than 1/5 is
justifiable for standing up) or a grapple with no penalties on a stunned
opponent.  The weapons will not effect much if they parry eachothers
advance.  (Here I think that an unarmed tackler takes one attack as he
rushed an armed defender, an one-man phalanx)  When the dirty blow has
occurred, combat has not slowed, and friends get to whack whomever.  

Possibilities:  

an agility check (one die acrobatics for 1/5 move stand) for 3d6 v. agi

4d6 v. agi for kip-up (2d6 acro); and this has been done for years for you
arguement guys

a form of standard grapple, that is a grapple impale.  this is unskilled,
and works just as a rush to knock over.

A check to stun the defender (skill check after a "grapple to tackle")
This would provide the to hit roll that was absent and made tackling so
heinous.
