Rugtero would take a major overhaul. The problems come from (personal
opinion) is what you said a while ago, the GMs are the same and so are the
players/characters. GMs get to know who is playing and what they can/can't
do. Thus the characters that GMs from other settings think are too
powerful and plot busters, etc. The centralia GMs can deal with b/c they
know what to throw up that is challenging, and not plot busting.
 	Also it's a lot of consistancy. I as a Centralia GM try my best to
make sure that stuff carries over from adventure to adventure. Did you
char screw someone over a while ago. Who is to say they aren't going to
come back in a big way. Things like that. Not to mention Steve's ongoing
war.

Yes, I have a character that has been trying to find people to rebuild the
wall as well as investigating construction crews to help.

I see a lot of problems comming up with this. Have one person be the
'head gm' of a campaign, for Rugtero. Ie, for Centralia it's Steve, for
Galiea it's Wright. These people get the info from other GMs in the
setting and then if someone is going to run then the check with the head
GM to see about background of their locations and people.
	People will use OOC whether they can help it or not. If everyone
sees everything going on on someone else's campaign they can't help
themselves but react to it.
