First I'd heard of this. When were adventurers going to be told that
their death squads to Galeia turn up missing. Or one guy makes it
back and tells the tale of governments backing the priests of Tarus,
reverse bounties, etc...

Once this knowledge is out, adventurers would immediately go to work
circumventing it. Could be the basis of a good series of adventures
though. Basic PC -vs- establishment stuff.

You've stated it yourself wright that adventurers are the movers and
shakers. I don't think you can protect anyone well enough that an
adventurer couldn't whack them... without repercussions :) There _are_
a few ways to do it, but thus far those methods have never been used
by the establishment.
