If you've technically proposed it at a previous meeting, then go ahead and
move for a vote ... However, lack of a written proposal for people to chew
on (esp those w/o list access) will likely hurt the chances for passage of
your motion ...
Truthfully, I can't remember if a WRITTEN proposal need be made, or merely
a verbal proposal/motion.
