The reason that your proposals cannot be considered for vote is only for
the fact that they need to be introduced at a GM meeting at least two
weeks prior to voting. This way everyone has time to review the material
before voting on it. This is the S.O.P. that was established at the
first GM meeting of the semester.
As you will note, John's last message was to the fact that his drowning
proposal cannot be up for vote for the same reason.
