Armor

Something has been bugging me for years about armor on Jaern.
That being..why does it slow you down if it only protects
so little area? Jaernian armor covers from upper arm to
upper thigh. No arms, crotch, legs, hands, etc... Fairly
reasonable I suppose for a water world where armor would
be developed so that it could be worn in the water.

So ease of movement is the name of the game in Jaernian armor.
If that is the case, then why the hell does the stuff slow
you down so much?

Greg said game mechanic. I can see that, but if that is the
case, then at least make the stuff protective. Right now
you are screwed if you wear anything heavier than leather.
Its too slow and penalizes you FAR too much.

While I agree some penalties are in order, armor is
currently penalized to the point of uselessness. How often
do you see folks wearing armor that is not specially
enchanted in some form or fashion? Answer: almost never unless
they are really low rate, because the penalties are just too
heinous.

What I propose is either:
 a) either making the current armor encumber less.
	i.e. move faster, less penalties.
 b) make it protect more and keep the same penalties.

What I'm looking for now is concept approval before I start
writting crap up to see if folks even agree with the sentament.
