Elven Priests and T'or Harmony

As a matter of reference:

The Enclave near Rougtero does not have any full Elven Priests of T'or as 
they have no soul and, thereby, an ineffectual (at best) connection to 
any god.  

There are some partial elven Priests but they have been determined to 
have souls through the same methods as those used to be sure that "Priest 
of T'or" will appear as the primary background on their character card.

There do exist full elves in the Enclave guard and a form of "special 
services" division.  Afterall, they do not require a soul to see that 
T'or is right and T'or is good.

Please direct any further inquiries regarding the Rougtero Enclave to me 
so that the rest of the list need not be bother and we can go back to 
debating "poisinous elementals" and "elves with multiple souls" (a.k.a. 
the important campaign stuff).
