Sorry Keith. You and a couple of others are new here. Here's how a vote
happens:

1) Someone brings a _written_ proposal to a gm meeting (there's one this
   week BTW)

2) we vote on it at the _following_ meeting. This is to give everyone
   a chance to familiarize themselves with the content of the issues
   and make an informed decision... and time to argue the hell out of
   it before a vote.

Normally things get argued to death prior to a proposal even.
