Doesn't have to be a priest of anubis, think Last rites is core ceremonies
...
I've seen two takes on this:
1) Handle it like blessings ... that is, only those that follow the
dogma of the priest performing the ceremony can be effected by the
ceremony ...
For your example, all those effected go to anubis, as they likely follow
him anyway.
Of course, I believe there's a statement somewhere in the book (perhaps in
Last Rites description?) that indicates those that DON'T have last rites
cast on them eventually end up in Infero or Kurago anyway (not necessarily
with their diety)
Example, My dead priest of T'or, Creosote, is fishing in Infero, and
visiting with his family, and waiting for Aurmandy or his son to stop by,
by and large having a rather relaxing time in the afterlife ... but he's
not with T'or.
2) Handle it like you asked about, last rites sends the
soul/sprit/whatever to the target's deity.
I tend to support #2, but I've seen some pretty good arguements for #1
