Perhaps I missed an errada but my manual still has that Hirudo are 
for ACTORS only due to game inbalancing.  

If I missed an errada, then I will try to update my manual as soon 
as possible.  If, however, this change has not been made (or at least 
formalized campaign wide), then how is it that players have Hirudo 
characters?  Or do some rules only apply to some people and not 
others?
