"no"
The player in question about the air elemental thing made a case and
pushed the group of gms into a resounding consensus of "no". When he
implied that Dan would let him get mutated, I said that since Dan
Transmogrified him in the first place, and had already outlined
constraints for his new form, that teh ruling should come from Dan anyway.
Anytime that character does anything weird, it should go through the
adjudicating gm, so as to preserve consistancy. If a gm is forced to make
precident, they should adjudicate on that precident until a new rule is
made/ clarified, and in the case of a senior or competent gm there is
nothing to worry about.
