Air Elemntal

I have a question related to the mutate problem.  If someone uses Elemental Mastery on the Air Elemental/player does he change to the respective elemental(fire to fire, Earth to earth,etc..)or does that just affect the air he is in and not him.  This is also to say "Hi, I am the new GM and my name is Joe Fernandez".
