Wow! Talk about opening a can of worms! Its a logical step but a muddled
one. Its really no harder to fire a long bow than a short bow so the
skills about the same. Takes more skill to hit a moving target at 
greater distances (encompassed by the skill as written by John H. I
think).

Instead of changing the base costs I'd move the base range of the
weapon down to whatever range Joe Average can fire accurately
without a bow skill. Then use skill to get more range and increased
accuracy/damage.
