I'd argue that it would have a VERY high mod.  A very small target at
a considerable range is _MUCH_ harder to hit.  I just read up on
archery contest rules, and the target she was aiming at was INCREDIBLY
small.  The total target is 48 inches across, the part she is going
for is only 4.8 inches in diameter.  At 230 feet, this is an INCREDIBLE
feat.  As a GM I'd give this a _HELL_ of a penalty to hit.  Heh..with my
sight, I'd be lucky to see something 4.8 inches across at 230 feet.  However
a person is a different matter.  People are bigger, but granted they
are moving.

So, what I'm working on right now is a S/M/L/EL chart for the weapons.
I'll post it when I'm done.  I agree that no mods up to the listed range
is no good and needs something, but in the past I was 'discouraged' from
the categorizing of ranges as it would slow things up.  

With this I disagree.  You have a chart, GM tells you range, you look
at chart and subtract appropriate amount from to hit.  Simple, easy.
