e) Encourage them to move by having something done where setting x is
no longer playable. i.e. adventurers encouraged to leave.

e) was planned, but seems to have gotten dropped.

[Daniel Lawrence] I am afraid that at no time did I ever say that I would stop running Rougtero. As a matter of fact, I believe I said that it would be a good opportunity for me to stabilize the setting by having a chance of knowing more of the material for it by doing more of the GMing for it personally.

I have absolutely no beef with people playing Geleia, but to attract people to it, they must see that it has fun, intriguing and entertaining adventures occurring by its major GMs. That is exactly what appears to be going on, and this will just mean that over the medium haul people will recognize this and play there.
---------------------------------------------------------------------------------------------------------

Then frankly the other thing hurting geleia are Gm's who allow instant
transport from there on a routine basis to other setings. This
happened a week or two ago with Centralia. Players just magically
moved to Centralia from Geleia. They routinely magically move from
Rougtero to Centralia and back, or Attilia to Rougtero/Centralia
and back. Personally I find this cheesy and lame, and don't want
to see it become prevelant in Geleia, power like that just is not
going to be loaned out to adventurers without a SERIOUS payment
being made(priestly ways take defer of 12 and a spell of 12, and
the magic way takes either a rank 14 or 2 16's in a double cost group).
These are just not things that are going to be common in the slightest.
 ------------------------------------------------------------------------------------------------
[Daniel Lawrence] And I have made this common? It seems to me just recently I was being lambasted for making interdemensional and portal movement difficult. Can't have it both ways guys... either I'm wrong for restricting portal travel, or I'm wrong for letting it occur. Please tell me which one of these I'm wrong for doing.
-----------------------------------------------------------------------------------------------------
Bleh, I'm rambling and spewing. Regardless, Geleia will not take off
as a setting unless more of the above criteria are met(the a-e thing)
or people just spontaneously give it a try.
---------------------------------------------------------------------------------------
[Daniel Lawrence] Or people play there, enjoy it, and like playing under that setting with the people whom GM there (myself included at some point). This is about fun..... supply the fun, the hordes of admiring players will follow.
