I'm willing to accept part of your idea.  A rank one spell should take
proportionally less concentration than a rank 8.  This from the fact that
the concentration/ exertion from 13+ ranks actually burns away life force.
Still, a minimun amount will be required (I think) that is the basic
function for channeling units.  This will prevent most actions, but the
more skilled the caster, the more leeway.  (I see this as a GM adj.
issue.)

I do agree on the vote, with prior discussion.  That is a good thing, and
I am starting to feel the circular motion of this issue since no real
decision making has taken place (vote, proposal to Dan, etc.)

Maybe you could test your proposal some this weekend if you are GMing.
Your games are small with experienced mature players.  That would be
productive.
