	As I recall the oceans have a low salt content. Enough to
be considered "fresh". Drinkable? I don't think so since why would
poisoning a towns water towers effect anyone since they could just
walk down to the shore and get some ( minus any spill over sewage
blech ).

[Daniel Lawrence]  yes... cept the water around landmasses is usually too fouled by mud, silt, and seeweed to be drinkable cept by the desperate. wells are the order of the day where available, filtering and processing (boiling) of the sea water where not.
