And pretty much it is... nothing by game standards at least.
You still have to be immoral enough to kill people for the
sole purpose of abusing their body or wearing it around. Even 
if you don't kill them, you'll likely leave them crippled.

In our world their would be social consequences. Certainly if
I show up wearing JC's body, no one will believe its me, and
when they do they'll _know_ what I've done and be leary. Some
might consult with local authorities or priests.

In AQ if there's stigma then showing up in a new body should
be an instant alarm... go see the priests of Tor and Anubis.

That assumes your going to wear it around because it was the
better body. Borrowing a body to abuse mercilessly and then
throw away is a little harder to catch. Are your slaves 
always dying? Are your incants always a little too powerful?

Certainly there are laws in most places against murder?

The people attacked won't be politicians or mages. They have
nothing of value. Its warriors and athletes who have the high
physical stats that you can actually get with the new body.

High level politicians scare me in a lot of other ways. They
may be politicians but the doesn't mean there isn't a second
soul sitting around in there of a total killer waiting for 
someone to screw with him...

The resist check for a soulcatcher is pretty low. You stress
it, its your life after all.

Also... if you go into a 10lb rock and then it gets broken
I'm of the opinion that you aren't destroyed. You are still
bound to that rock for better or worse. If your soul is
fragmented so are your memories, skills, stats, etc... but
plot wise it allows me to quest for the pieces to put someone
back together again. It also allows me a keen to torture
device. Also, I got a ruling a _LONG_ time ago on 'distill'.
Pretty much if I pour your sould into the ocean you become 
difuse as it spreads out and eventually you might as well
be dead because you are too spread out. Kinda like Erica
, the ghost, when she get difused...
