When Centralia started up the people who moved at first were those that
had political reasons to leave Karfelon. The same went for the "boat"
adventures. People left and took their "people" with them. There are a
lot of bums in Centralia who speak Paroli and a little bit of Ferric to
get them by and to be usefull.
When there was a war going on there were recruitment centers all over to
get adventurers to come to Centralia for the chance to kill Bastadorians.

You don't have to be a Nomad to know what pooling is. Pooling though for
more than 1 rank is just not a common thing. I pool my eeps towards buying
stats up all the time with Dom and Erica has here base 5000 ability to
save up for her next rank. Occasionally though I divert my pool to something
that just increased its importance.
